About Lalu Ishaya David (Hon.)

Hon. Dr. Lalu Ishaya David is a Nigerian politician, academic and legislator from Plateau State. He represents the Bokkos/Mangu Federal Constituency in the House of Representatives and is a member of the All Progressives Congress (APC). He was born on 5 June 1974 and entered the National Assembly after winning the constituency in the 2023 general election. He has subsequently remained active in legislative and constituency affairs, particularly on issues affecting agriculture, education, infrastructure and the security of communities in Bokkos and Mangu.

Before entering federal politics, Lalu built a career in academia. He was a lecturer at the University of Jos, where he was involved in teaching and academic activities before deciding to pursue elective office. His academic background contributed to his public profile and was one of the factors associated with his decision to seek a stronger legislative role for the people of Mangu and Bokkos. In 2022, he formally declared his intention to contest the House of Representatives seat under the APC, describing his ambition as an effort to provide representation for the constituency.

Lalu's political journey to the National Assembly culminated in the 2023 general election, when he contested on the APC platform and won the Bokkos/Mangu Federal Constituency seat. The Independent National Electoral Commission's list of elected House members records Lalu Ishaya David as the APC representative for Bokkos/Mangu. His election marked his transition from academia and community involvement into federal legislative service.

Since entering the 10th National Assembly, Lalu has participated in legislative activities covering a range of issues. He has served on committees including House Services, Renewable Energy, Shipping Services, Sustainable Development Goals, TETFund and Youth Development. He has also been involved in legislative discussions concerning national development and the implementation of government programmes. His committee responsibilities have given him opportunities to participate in oversight and legislative work beyond the immediate concerns of his constituency.

Agriculture has been one of the areas associated with his legislative activities. Lalu sponsored bills seeking amendments to the Agricultural Research Council of Nigeria Act, reflecting an interest in strengthening agricultural research and development. He also sponsored the proposed National Highland Crops and Vegetable Research Institute, Bokkos, Plateau State, which was designed to establish a research institution focused on crops and agricultural development relevant to the area.

Healthcare and education have also featured in his legislative agenda. Among the bills credited to him are the Federal Medical Centres Act (Amendment) Bill and the bill seeking to establish a Federal College of Nursing and Midwifery in Mangu. In November 2024, the House Order Paper recorded the presentation of the proposed nursing and midwifery college bill, as well as bills concerning agricultural research and an increase in the number of judges. These initiatives demonstrate his involvement in legislation covering healthcare training, agricultural development and aspects of the justice system.

Security and the welfare of residents in his constituency have also been important parts of his legislative activities. In July 2023, Lalu sponsored a motion concerning insecurity affecting communities around Mangu and Bokkos. The motion called for stronger security measures, including the deployment of additional police formations to affected communities. His involvement in the matter reflected the security challenges experienced by parts of Plateau State and the need for government intervention to protect residents and communities.

Lalu retained his position within the APC and remained active in the party ahead of the 2027 general election. In May 2026, the APC announced him as its candidate for the Mangu/Bokkos Federal Constituency following the party's National Assembly primaries in Plateau State. The announcement placed him among the party's candidates seeking election to the House of Representatives in the 2027 electoral cycle.

Lalu Ishaya David's public career therefore combines academia, politics and federal legislative service. His transition from lecturing at the University of Jos to representing Bokkos and Mangu in the National Assembly has been accompanied by legislative work in agriculture, healthcare, education, youth development and security. With the APC selecting him again for the Bokkos/Mangu Federal Constituency in the 2027 election cycle, he remains a prominent political figure associated with the constituency and Plateau State's representation in the House of Representatives.
