Yobe | House of representatives
Hon. Fatima S. Talba, whose name appears in some contexts as Ibrahim Fatima Abubakar Talba, is a Nigerian politician, nursing professional and public administrator from Yobe State. She represents the Nangere/Potiskum Federal Constituency in the House of Representatives and is a member of the All Progressives Congress (APC). She is a member of the 10th National Assembly and is a returning federal legislator, having previously represented the same constituency between 2003 and 2007.
Fatima Talba was born on 30 June 1959 and is from Nangere in Yobe State. Parliamentary records identify Nursing as her educational qualification, while the APC's official profile states that she also holds a Bachelor's degree in Education. Her professional background in nursing provided the foundation for a long career in public administration, particularly in the health sector of Yobe State.
Before entering federal politics, Talba built an extensive career in the Yobe State public service. She rose to the position of Director in the State Ministry of Health and subsequently served as Permanent Secretary on three separate occasions. Her public-service career also included appointments as Commissioner, Special Adviser and Director-General in different areas of the Yobe State Government. These positions gave her experience in health administration, policy implementation and state-level public administration.
Her political career also developed through local government administration. Talba served as chairperson of Nangere Local Government Area and also held the position of chairperson of Karasuwa Local Government Area during the 1990s. These appointments gave her direct experience in grassroots governance and local administration before she moved into national politics. Reports on her career also indicate that she served as a commissioner in the Yobe State Government on two occasions.
Talba first entered the National Assembly in 2003, when she was elected to represent Nangere/Potiskum in the House of Representatives. She served in the federal legislature until 2007. After leaving the House, she remained active in Yobe State politics and later contested the senatorial election against her brother, Adamu Garba Talba, under the All Nigeria Peoples Party (ANPP) in 2007. She did not win that contest, and subsequent election-petition proceedings upheld her brother's victory.
After a period away from the National Assembly, Talba returned to federal politics in the 2023 general election. She contested the Nangere/Potiskum Federal Constituency on the APC platform and was elected to the 10th National Assembly. INEC's final candidate record identified her as the APC candidate for the constituency and listed her qualifications as First School Leaving Certificate, WASC and Nursing. The House of Representatives subsequently recorded her as the APC member representing Nangere/Potiskum.
During her second period in the National Assembly, Talba has been associated with issues concerning women, youth development, education and social welfare. She has served as chairperson of Women in Parliament, a platform concerned with increasing women's participation and representation in governance. Her public advocacy has included support for measures aimed at improving women's political participation and encouraging more girls and women to become involved in politics and public affairs.
Talba has also been associated with constituency empowerment and educational support programmes. Public profiles describe initiatives involving grants, skills acquisition and entrepreneurship support, including programmes reported to have benefited more than 500 graduates in partnership with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN). She has additionally been described as supporting educational scholarships and other forms of assistance for people within her constituency.
For the 2027 general election, Fatima Talba has emerged as the APC candidate for the Nangere/Potiskum Federal Constituency. The APC's current candidate platform lists her as its House of Representatives candidate for the constituency. Her emergence followed an internal APC consensus arrangement that generated political disagreement within the constituency, with reports documenting a dispute involving another aspirant. Those reports concern internal party processes and should be distinguished from the official candidate listing, which identifies Talba as the APC candidate.
Overall, Hon. Fatima S. Talba has a public career spanning nursing, senior civil-service administration, local government leadership, state executive appointments and federal legislative service. Her career includes three appointments as Permanent Secretary in Yobe State, service as a commissioner and local government chairperson, and two periods in the House of Representatives. As of the 2027 election cycle, she remains the APC candidate for Nangere/Potiskum, continuing a political career that has extended across more than two decades.
