Zamfara | House of representatives
Hassan Bello Shinkafi is a Nigerian politician and public administrator from Zamfara State who represents the Shinkafi/Zurmi Federal Constituency in the House of Representatives. He was born on 11 February 1969 and has built his public career through administrative service, state-level political responsibilities, and federal legislative representation. He first entered the National Assembly in 2019 and was re-elected in 2023, making him a second-term member of the 10th National Assembly.
Bello Shinkafi's educational background includes qualifications in accounting and related studies. The Independent National Electoral Commission's 2019 final candidate list recorded his qualifications as First School Leaving Certificate (FSLC), National Diploma (ND), and Higher National Diploma (HND). Parliamentary profiles have also identified him with a Grade 2/School of Accountancy qualification. His educational and professional background provided a foundation for his subsequent work in administration and public affairs.
Before becoming a federal legislator, Shinkafi was involved in public administration and political service in Zamfara State. Available parliamentary records identify him as having served as a Commissioner in the Zamfara State Government, while later political records identify him as Secretary to the Zamfara State Government (SSG) from 2019 to 2023. His earlier political experience also included service as a Special Adviser and other administrative responsibilities.
His transition into the National Assembly came with the 2019 House of Representatives election, when he contested the Shinkafi/Zurmi Federal Constituency seat under the Peoples Democratic Party (PDP). He won the election and became the federal representative for the constituency. His victory was subsequently followed by another successful campaign in the 2023 general election, giving him a second term in the House of Representatives.
During the 9th National Assembly, Shinkafi served as Vice Chairman of the House Committee on National Planning and Economic Development. His committee responsibilities placed him in an area concerned with national development planning and economic policy. In the 10th Assembly, parliamentary records show him participating in several committees, including committees dealing with banking institutions, electoral matters, political parties, renewable energy, science and technology, states and local governments, and the implementation of the legislative agenda.
Security and the welfare of his constituents have also featured prominently in his legislative activities. In March 2025, Shinkafi sponsored a motion concerning the worsening security situation in Shinkafi and Zurmi Local Government Areas, where communities had been affected by attacks and displacement. The motion called for stronger security measures, including the establishment of military outposts in affected areas and the provision of relief materials to displaced and affected residents.
Beyond legislative activity, Shinkafi has also been associated with constituency empowerment initiatives. In January 2026, the Zamfara State Government reported that an empowerment programme associated with Bello Hassan Shinkafi targeted 2,000 beneficiaries in Shinkafi, with items including vehicles, tricycles, motorcycles and sewing machines. The programme was launched during Governor Dauda Lawal's visit to Shinkafi Local Government Area.
As of 2026, there are conflicting public records concerning Shinkafi's party affiliation. The National Assembly's current profile identifies him as a PDP member, while other parliamentary monitoring sources list him as APC. More importantly for the 2027 election, a report on the 2026 APC primaries stated that Bello Hassan won the APC ticket for the Shinkafi/Zurmi Federal Constituency with 23,070 votes. This indicates that his 2027 candidacy is associated with the APC, although party records should be checked against the final INEC candidate list when discussing his status at a particular point in time.
Hassan Bello Shinkafi's political career therefore spans state administration and two terms in the Federal House of Representatives. His experience includes service within the Zamfara State Government, leadership responsibilities in the House of Representatives, participation in committees dealing with national development and governance, and advocacy on security challenges affecting Shinkafi and Zurmi. His reported emergence as the APC candidate for the constituency in 2027 marks another stage in his political career as he seeks to continue representing the area at the federal level.
